Normalized Second Moment

The normalized second moment of a bounded measurable set P subset= R^n of positive volume v is the scale-invariant quantity

 G(P)=1/(nv^(1+2/n))int_P||x-c||^2dx,

where c is the geometric centroid of P and ||·|| is the Euclidean norm (Conway and Sloane 1982). It is unchanged by translation, orthogonal transformation, and positive rescaling. The factor 1/n measures squared error per coordinate, while v^(2/n) removes the dependence on scale.

For a point lattice L spanning R^n, its normalized second moment G(L) is that of its Voronoi cell at the origin. This cell has geometric centroid 0 and volume equal to the covolume of L. The quantity G(L) measures the mean squared error of a lattice quantizer at fixed covolume.
