Weak Inhomogeneous Duffin-Schaeffer Conjecture

The weak inhomogeneous Duffin-Schaeffer conjecture is a divergence criterion for almost-everywhere approximation with a fixed additive shift and unrestricted integer numerators. For a fixed gamma in R and a finite-valued function psi:Z_(>0)->[0,infty), it asserts that

 sum_(q=1)^infty(phi(q))/qpsi(q)=infty

implies that, for Lebesgue-almost every x in R,

 ||qx-gamma||<psi(q)

for infinitely many positive integers q. Here phi is the totient function and ||t||=min_(a in Z)|t-a| is distance to the nearest integer. The nearest integer a is not required to be coprime to q. The exceptional null set may depend on both gamma and psi.
