Uniform Sparsest Cut

A uniform sparsest cut is a sparsest cut with demand 1 between each pair of distinct vertices. For a finite undirected graph G with vertex set V of size n>=2 and nonnegative capacities c_(ij)=c_(ji), its optimum is

 Phi(G)=min_(emptyset!=SV)(sum_(i in S,j not in S)c_(ij))/(|S|(n-|S|)).

The denominator counts the unordered pairs separated by the cut. An approximation factor C>=1 means returning a cut with ratio at most CPhi(G) (Rothvoss 2016). For the unweighted complete graph K_n, every nontrivial cut has ratio 1.
