Ionization Conjecture

The ionization conjecture asks for bounds independent of nuclear charge on the excess electrons and outer-electron quantities of full Coulomb atoms. For integer Z and 1<=m<Z, define the energy to remove m electrons by I_m(Z)=E_Z(Z-m)-E_Z(Z), where E_Z(N) is the spectral infimum of the two-spin Coulomb Hamiltonian. For a normalized neutral ground state with spin-summed one-particle density rho_Z, define

 R_m=inf{r>=0:int_(|x|>r)rho_Z(x)dx<=m}.

The parameter m is expected exterior electron mass, not a change in the neutral state's particle number.
