Common Integer Polymatroid Basis

A common integer polymatroid basis is a nonnegative integer vector belonging to the base polytopes of two integral polymatroids on the same ground set E. Let their normalized nondecreasing submodular functions be r_1 and r_2, with r_1(E)=r_2(E)=R, and write x(A)=sum_(e in A)x_e. The common bases form

 Omega={x in Z_(>=0)^E:x(E)=R, x(A)<=r_i(A) for every A subset= E, i=1,2}.

Each vector has weight one in Z=|Omega|. For R=0, there is exactly one vector, the zero vector.
