Charged Penrose Inequality

The charged Penrose inequality adds electric and magnetic charge to a mass-area bound for initial data. With total charge Q=sqrt(Q_e^2+Q_b^2) and enclosing-area radius r_A=sqrt(A_(min)/(4pi)), an upper-radius formulation is

 r_A<=m+sqrt(m^2-Q^2),

where m is invariant ADM mass and m>=Q is also required. When r_A>Q this is equivalent to

 m>=1/2(r_A+(Q^2)/(r_A)).

For r_A<=Q, the upper-radius bound follows from m>=Q, and does not imply this stronger polynomial bound.
