Apportionment

An apportionment of a house of size h among n states is an n-tuple (a_1,...,a_n) of nonnegative integers satisfying a_1+...+a_n=h. The integer a_i is the number of seats assigned to state i.

An apportionment method is a rule for selecting an apportionment from population data and a specified house size.
